Factors Causing Current Difficulties and Conflicts in Planning Processes in Portland

Using the processes of the Southwest Community Plan and the siting of the Southwest Community Center as recent case study examples, I highlight three major factors causing the current difficulties and conflicts in the planning model in Portland, namely: the rapid pace and varied dimensions of change in the metropolis; the changing nature and pressing need to address equity issues; and the increased complexity of the management of planning and participatory processes. Each of these causes posits specific challenges in order to preserve and improve the planning efficacy and equity in the city.
